The search for qualified employees with a solid knowledge base, effective
interpersonal skills, sense of personal responsibility, and self-motivation is
an ongoing and elusive crusade for employers, especially those whose primary
employee pool consists of individuals who are not degree holders, are not
college bound, and do not have access to or know about resources to help them
achieve. Hunting for individuals with minimum essential job skills is an
